Paper Abstract:      State of the art research shows that modernising Information and Communication Technologies (ICT) and changing the way Government organisations work are not enough to truly transform local governance in the Digital era. Only a transformation in the Government-citizen relationship can unlock its potential for a better governing. This paper seeks to develop new perspectives on this challenge which affects a growing governance type such as urban electronic government. Specifically, a novel city e-governance framework is presented for supporting ‘good citizenship’ for the benefit of the citizens willing to participate in the affairs of their community. That is being developed in the context of the recent IntelCities Integrated Project and relevant state of the art research.
